The TourTrek TC-Flex is a great budget option thanks to its great all-around performance. The TC-Flex is an easy recommendation in the under $250 price category.
The top padding is very protective and the pockets add just enough space to hold your gear. The handles on the sides and top make it easy to transport in and out of your car. This bag folds up into a very small formfactor, too.
The bag itself isn't very rigid which makes it bow in the middle. The pockets could be larger, too.
